Snow transport chaos: rail, road and air disruption

It happens every year really doesn't it. We know that it is December and that it is the middle of Winter and yet people are always so surprised when we get some bad weather. They never ever seem to know what to do about it. In other countries they have far worse weather and they simply deal with it and get on with their lives. In this country it takes over everything. We know that we are going to have snow. People who work in the traffic business should take this sort of thing into consideration. Things should simply not be allowed to grind to a halt because there has been a flurry of snow .
